We are looking for a highly skilled and experienced professional with deep expertise in Internet Service Provider (ISP) operations, particularly in traffic monitoring and network packet analysis, for a role based in West Africa. The ideal candidate must be professionally proficient in Arabic, English, and French, both written and spoken.

The ideal candidate will:

  • Analyze the country’s ISP data traffic patterns, identifying packet sources and destinations.
  • Detect Digital Operators conducting transactions within the country and quantify the number of e-transactions carried out by each operator.
  • Collaborate with cross-functional teams to define high-level requirements and design systems to monitor Digital Operators and e-Transactions.

Key Responsibilities:

  • Monitor and analyze network traffic to identify Digital Operators and their transactions.
  • Design, develop, and implement integrations with ISP systems to collect packet information and ensure valid traffic across all ISPs.
  • Work with cross-functional teams to design and maintain robust monitoring systems and tools.
  • Generate detailed reports on traffic patterns, network utilization, and incident analysis.

Qualifications:

  • Proven experience in traffic monitoring and packet analysis within ISP environments.
  • Strong background in large-scale ISP operations, regulatory compliance, traffic monitoring challenges, and bypass techniques.
  • Proficiency in tools and protocols such as Wireshark, NetFlow, SNMP, or similar technologies.
  • In-depth knowledge of networking principles, including TCP/IP, DNS, and BGP.
  • Analytical mindset with excellent problem-solving skills and attention to detail.
  • Effective communication skills to present technical findings to both technical and non-technical stakeholders.
  • Willingness to travel up to 60% of the time during the contract period.

Preferred Qualifications:

  • Experience in monitoring or integrating with Digital Operators to ensure tax compliance.
  • Knowledge of network automation and scripting (e.g., Python, Shell).
